Activate biometric payments

GDDL lets your biometric securely authorize supported payments.

1. Explain — GDDL is payment infrastructure. NIMA can only request a payment.
2. Permission — Allow NIMA to connect to GDDL? This is not payment authorization.
3. Institution — choose a supported connection. The bundled First National adapter is a labeled simulator.
4. Device security — enroll this device credential.
5. Biometric — activate BIAS using the device biometric. The biometric never leaves the OS.
6. Funding — select an eligible default funding relationship.
7. Confirmation — GDDL ready.
